I’d argue that the paranoid suburbanites and unsupportive city officials are spoiling downtown. Cities will always have panhandlers and homeless. Turning Downtown into a post-apocalyptic wasteland certainly won’t help the problem, neither will sweeping the homeless and the undesirables under the rug and out of sight.
